Instytut Polski w Nowym Delhi (z siedzibą przy 50 M Shantipath, Chanakyapuri, 110021, New Delhi, Indie) działając zgodnie z Rozporządzeniem Rady Ministrów z dnia 21 października 2019 r. w sprawie szczegółowego sposobu gospodarowania składnikami rzeczowymi majątku ruchomego Skarbu Państwa (Dz. U. z 2025 r. poz. 228), informuje, że posiada zbędne i zużyte składniki majątku ruchomego przeznaczone do sprzedaży, nieodpłatnego przekazania na rzecz innych jednostek lub darowizny.

Wykaz składników majątkowych uznanych za zbędne lub zużyte stanowi załącznik nr 1 do ogłoszenia.

Jednostki organizacyjne lub osoby fizyczne zainteresowane nabyciem poszczególnych składników majątku wymienionych w załączniku nr 1, mogą składać pisemne oferty zawierające:

• Imię, nazwisko i adres lub nazwę (firmę) i siedzibę oferenta, numer telefonu komórkowego oraz adres e-mail (według załączonego wzoru – załącznik nr 2),
• Oferowaną cenę, nie niższą niż cena wywoławcza i warunki jej zapłaty,
• Wadium w wysokości 10% ceny wywoławczej przedmiotu tj. 82,3 Euro,
• Wadium musi zostać wpłacone do dnia 12.06.2026 r. do godziny 12.30 z adnotacją wadium-oferta nr 1/2026 w kasie Ambasady RP w Nowym Delhi (w godzinach 10.00-12.30) lub na nr konta:

• W przypadku wpłaty wadium na konto bankowe prosimy o podanie: imienia i nazwiska właściciela konta/nazwy firmy, adresu, numeru konta, adresu banku oraz numeru SWIFT / IFSC Code,
• Wadium złożone przez nabywcę zalicza się na poczet ceny,
• Wadium nie podlega zwrotowi w przypadku, gdy oferent, który wygrał licytację, uchyli się od dokonania zakupu i brakującej części zaoferowanej ceny,

• W tytule e- maila należy zawrzeć zapis: „Oferta – zakup składników majątku – dot. ogłoszenia 1/2026”,
• Oferta winna być przesłana w formie zeskanowanego dokumentu,
• Oświadczenie dot. przetwarzania danych osobowych (RODO) na wzorze określonym w załączniku nr 3 dołączonym do niniejszego ogłoszenia.
• Oferta powinna zawierać kopię dowodu wpłaty wadium oraz  oświadczenie oferenta, że zapoznał się ze stanem przedmiotu przetargu lub, że ponosi odpowiedzialność za skutki wynikające z rezygnacji z oględzin,
• Nie ma konieczności listownego przesyłania wniosku w formie pisemnej,
• Decydującą przesłanką przy zagospodarowaniu zbędnych lub zużytych składników majątku Instytutu Polskiego w Nowym Delhi w drodze sprzedaży będzie najwyższa cena zaproponowana za poszczególne składniki majątku. W przypadku, gdy co najmniej dwóch oferentów zaproponuje tę samą cenę za dany składnik majątku, pomiędzy tymi oferentami Instytut może przeprowadzić dodatkowo aukcję.

Nieodpłatne przekazanie może nastąpić jedynie na wniosek podmiotów wymienionych w § 38 ust. 1 oraz § 39 w/w rozporządzenia. Wzór wniosku o nieodpłatne przekazanie zamieszczony został w załączniku nr 4 do ogłoszenia.

Składanie wniosków o nieodpłatne przekazanie:

• Wnioski o nieodpłatne przekazanie należy składać do dnia 12.06.2026 r. drogą mailową na adres: newdelhi.ip.sekretariat@msz.gov.pl
• W tytule e- maila należy zawrzeć zapis: „Wniosek o nieodpłatne przekazanie składników majątku – dot. ogłoszenia 1/2026”,
• Wniosek winien być przesłany w formie zeskanowanego dokumentu,
• Nie ma konieczności listownego przesyłania wniosku w formie pisemnej,

Dokumenty (wnioski), składane w formie pisemnej, zgodnie z § 38 ust. 4 ww. rozporządzenia muszą zawierać:

• nazwę, siedzibę i adres zainteresowanego organu lub jednostki, o których mowa w § 1 Rozporządzenia Rady Ministrów z dnia 21 października 2019 r. w sprawie szczegółowego sposobu gospodarowania składnikami rzeczowymi majątku ruchomego Skarbu Państwa (Dz. U. z 2025 r. poz. 228), jednostki samorządu terytorialnego lub organu wykonującego funkcję organu założycielskiego wobec instytucji gospodarki budżetowej występującego o nieodpłatne przekazanie składnika rzeczowego majątku ruchomego;
• dane kontaktowe do osoby wyznaczonej przez Wnioskodawcę do reprezentacji interesów Wnioskodawcy;
• wskazanie składnika rzeczowego majątku ruchomego, którego wniosek dotyczy;
• oświadczenie, że przekazany składnik rzeczowy majątku ruchomego zostanie odebrany w terminie i miejscu wskazanym w protokole zdawczo – odbiorczym,
• datę złożenia wniosku;
• uzasadnienie.

Wnioskodawcy, których wnioski nie będą spełniały wymogów formalnych (wypełnione niepoprawnie lub niekompletne), zostaną wezwani do usunięcia braków w terminie 2 dni od dnia 12.06.2026 wraz z pouczeniem, że nieusunięcie tych braków spowoduje pozostawienie wniosku bez rozpoznania.

Składniki będące przedmiotem ogłoszenia można obejrzeć po wcześniejszym  uzgodnieniu drogą email w siedzibie urzędu w Nowym Delhi w dniach 1.06.- 11.06.2026 r. w godzinach 10:00 – 13:00.

Możliwa jest prezentacja zdalna składników przez przesłanie fotografii drogą mailową.

Składniki majątku będące przedmiotem ogłoszenia są w używane.

Podmioty zainteresowane przyjęciem wyposażenia składają oświadczenie, że zapoznały się z warunkami przekazania, stanem faktycznym przedmiotu i nie wnoszą żadnych zastrzeżeń.

Wszelkie koszty, podatki i opłaty związane z przekazaniem składników majątku ponosi strona przyjmująca. Jednostka przyjmując składniki majątku ruchomego wyraża zgodę i zobowiązuje się do opłacenia wszelkich podatków, ceł i opłat wymaganych przez władze Polski lub innego kraju, do którego trafią po przekazaniu. Warunkiem przejęcia składnika rzeczowego majątku przez nabywcę jest uiszczenie ceny nabycia.

Nieodpłatne przekazanie odbędzie się na podstawie protokołu zdawczo-odbiorczego. W sytuacji, gdy co najmniej dwie jednostki lub organy, o których mowa w § 1 Rozporządzenia będą zainteresowane nieodpłatnym otrzymaniem tego samego składnika majątku, o przydziale decydować będzie kolejność wpływu wniosku oraz analiza potrzeb podmiotu wnioskującego.

Instytut Polski w Nowym Delhi zastrzega sobie prawo odwołania bez podania przyczyny procesu sprzedaży na każdym etapie lub nieodpłatnego przekazania zbędnych składników majątku ruchomego będących przedmiotem ogłoszenia.

Announcement No. 1/2026 of the Polish Institute- sale of a power generator

The Polish Institute in New Delhi (located at 50 M Shantipath, Chanakyapuri, 110021, New Delhi, India), acting pursuant to the Regulation of the Council of Ministers of 21 October 2019 on the detailed manner of managing tangible movable property assets of the State Treasury (Journal of Laws of 2025, item 228), hereby informs that it possesses surplus and worn-out movable assets intended for sale, free transfer to other entities, or donation.

The list of assets classified as surplus or worn-out constitutes Appendix No. 1 to this announcement.

Organizational units or natural persons interested in purchasing individual assets listed in Appendix No. 1 may submit written offers containing:

• First name, surname and address, or company name and registered office of the bidder, mobile phone number and e-mail address (according to the attached template – Appendix No. 2),
• Offered price, not lower than the starting price, and payment terms,
• A bid deposit in the amount of 10% of the starting price of the item 8691 INR (EUR 82.3 as per exchange rate 105.5965)
• The bid deposit must be paid by 12 June 2026, 12:30 p.m., with the note “deposit-offer no.1/2026” either at the cash desk of the Embassy of the Republic of Poland in New Delhi (between 10:00 a.m. and 12:30 p.m.) or to the following account:

• The deposit paid by the person submitting the offer shall be credited toward the purchase price,
• The deposit shall not be refunded if the bidder who wins the auction withdraws from the purchase and payment of the remaining offered amount,
• Deposits submitted by bidders whose offers were not selected or were rejected shall be refunded by the seller within 7 days from the date of selection or rejection of the offer, respectively.
  Submission of offers:

• The subject line of the e-mail should include: “Offer – purchase of assets – regarding announcement 1/2026”,
• The offer should be sent in the form of a scanned document,
• The offer should include a copy of the proof of deposit payment and a statement by the bidder confirming that they have inspected the condition of the bided item or that they accept responsibility for the consequences resulting from waiving the inspection,
  •Declaration concerning the processing of personal data (GDPR) in the form specified in Appendix No. 3 attached to this notice.
• There is no requirement to send the application in paper form by post,
• The decisive criterion in the disposal of surplus or worn-out assets of the Polish Institute in New Delhi through sale shall be the highest price offered for individual assets. If at least two bidders offer the same price for a given asset, the Institute may additionally conduct an auction among those bidders.

Free transfer may take place only upon request of the entities referred to in § 38 section 1 and § 39 of the above-mentioned Regulation. A template application for free transfer is attached as Appendix No. 4 to the announcement.
Submission of applications for free transfer:

• Applications for free transfer must be submitted by 12 June 2026 via e-mail to: newdelhi.ip.sekretariat@msz.gov.pl
• The subject line of the e-mail should include: “Application for free transfer of assets – regarding announcement 1/2026”,
• The application should be sent in the form of a scanned document,
• There is no requirement to send the application in paper form by post,
  Documents (applications) submitted in writing, pursuant to § 38 section 4 of the above-mentioned Regulation, must include:
• The name, registered office and address of the interested authority or entity referred to in § 1 of the Regulation of the Council of Ministers of 21 October 2019 on the detailed manner of managing tangible movable property assets of the State Treasury (Journal of Laws of 2025, item 228), local government unit or authority performing the function of founding body for a budgetary management institution applying for the free transfer of a movable property asset;
• Contact details of the person designated by the Applicant to represent the Applicant’s interests;
• Indication of the movable property asset to which the application relates;
• A statement that the transferred movable property asset will be collected within the time and place specified in the handover protocol;
• Date of submission of the application;
• Justification.
  Applicants whose applications do not meet the formal requirements (incorrectly completed or incomplete) shall be requested to remedy the deficiencies within 2 days from 12 June 2026, together with an instruction that failure to remedy such deficiencies shall result in the application being left unexamined.
  The assets covered by this announcement may be inspected upon prior arrangement by e-mail at the office in New Delhi between 1st June and 11 June 2026 from 10:00 a.m. to 1:00 p.m.
  Remote presentation of the assets by sending photographs via e-mail is also possible.

The assets covered by this announcement are used items; some are in poor technical condition or incomplete, and may have damage and signs of use.
Entities interested in accepting the equipment shall submit a statement confirming that they have familiarized themselves with the transfer conditions and the actual condition of the items and raise no objections.

All costs, taxes and fees related to the transfer of the assets shall be borne by the receiving party. By accepting the movable assets, the receiving entity agrees and undertakes to pay all taxes, customs duties and fees required by the authorities of Poland or another country to which the assets may be transferred after handover. The condition for taking over the asset by the purchaser is payment of the purchase price.
The free transfer shall take place on the basis of a handover protocol. In a situation where at least two entities or authorities referred to in § 1 of the Regulation are interested in receiving the same asset free of charge, the order of receipt of the application and the analysis of the applicant’s needs shall determine the allocation.

The Polish Institute in New Delhi reserves the right to cancel, without giving any reason, the sales process at any stage or the free transfer of surplus movable assets covered by this announcement.
